3.2.30.4        Primary Port Number (Backup SCADA Node)(Not supported by WinCE Edition(WebView &WebLink ))

This is the TCP Port through your firewall.  Enter 0 if you are not using a firewall.  Usually this will be the same as your primary SCADA node.  See Primary Port Number  for more information.
